SCOPE OF WORK: WSR TRAINEE


Position:                WSR TRAINEE
Location:               RABAT Morocco

BACKGROUND
FHI 360 and partners, International Research and Exchange Board (IREX), Education for Employment (EFE) and Golden Resources (GR), will implement the USAID Career Center in Morocco. The activity will be implemented in close colaboration with Government of Morocco (GOM) counterparts, the Ministry of Higher Education and Ministry of Education. USAID Career Center will play a central role in advancing USAID/Morocco and the GOM’s broader goal of increasing the employability of young Moroccans. The project will establish career development centers linked to universities and the vocational training system, and incorporate work readiness training into the Moroccan tertiary education system, vocational training system, and workplaces where these skills will contribute to the employability and performance of youth in the workplace.

OBJECTIVES
The project aims to establish self-sufficient Career Centers within the universities, owned by the universities, and supported partly by the private sector.  The sustainable success of these centers depends on the genuine involvement of partnerships among all the different stakeholders of the system.

In order to determine the common goals and collective thinking of the key stakeholders and successfully pave the right path forward so that the USAID Career Center technical assistance is invested optimally, planning a Whole System in the Room (WSR) gathering is a wise first step.

MAIN RESPONSIBILITIES
  1. Help with building an informal cross-sector advisory committee in Tangier.
Prior to organizing the first WSR in Tangier in mid-December 2015, the networking efforts will progressively compose an informal committee which we will further formalize during and after the WSR.

This non-formal committee, made up of volunteers from different sectors who are considered leaders and potential champions of your efforts, will help identify who are the most influential stakeholders in each sector and who should be the participants at the WSR.

Through this informal committee, 8 to 10 different sectors will be identified, and within each sector, not more than 10 key stakeholders. These 100 people will later compose the pool of invitees to participate to the WSR and the “controlled” group that will be studied for the SNA.

  1. Participate in coordinating the collected data about the SNA.
Data should then be collected using a questionnaire within the context of the Whole WSR conference. After, gathering regional stakeholders involved in constructing and implementing the economic vision, the relationships between all of them should be defined. The objective is to depict these relationships as accurately and explicitly as possible, for the project’s team, as well as labor market actors better understanding.

  1. Help with the organization and implementation of the WSR and assist with managing a team of system integrators who will conduct the follow up activities after the WSR, which will continue building social capital around the project efforts through strategic communication activities.

The System Integrators, will ensure that the Task Forces of stakeholders resulting from the WSR are meeting on a regular basis and that the system is functioning and improving based on the common goals identified and collaborative actions committed to by each stakeholder (group) during the WSR.

Follow up should also include the production of a monthly or quarterly newsletter to broadcast to the whole system, the expansion of each stakeholder group, monitoring of stakeholder collaboration, as well as the results per the different commitments made during the WSR.

TASKS
More specifically, the trainee will assist with :
  • Mapping the Context : making a complete map showing each of the stakeholder groups, the key influencers, and the relationships between all of them.
  • Inviting Participants to the WSR and Confirming Participation
  • Logistical Preparation and Convening of the WSR

INTERNSHIP DURATION
The total duration of this internship is 2 months, starting on December 15th 2015. Working hours, as defined in the Internal Regulations of the program, are 40 hours per week.

REPORTING
The intern will be under the supervision of the Director of Operations and will report directly to him.
